For decades, residential, commercial, and industrial real estate developers and property owners, including educational institutions, have turned to Ross for solutions to their most complex challenges. In an area of law in which the ability to achieve clients’ goals often hinges on the ability to secure buy-in from public bodies, Ross’ extensive experience appearing before boards of elected and appointed officials in the five-county area of southeastern Pennsylvania gives his clients an edge.
Ross has served as solicitor to several municipalities, including Whitemarsh Township and Lower Moreland Township, as well as to Towamencin Township Infrastructure Authority and Development Authority, the Waste System Authority of Eastern Montgomery County, and the Montgomery County Sheriff's Department. Serving in these roles provided Ross with essential insights into the inner workings of such bodies, which he now brings to bear for the benefit of his clients.
Ross’s steadfast dedication to his clients, and his tireless efforts to help transform their vision into reality, keeps them coming back time and again. For example, Ross has represented real estate development company Oliver Tyrone Pulver Corporation for more than 25 years.
Ross has been active in politics for the past 40 years, having served as treasurer for numerous political campaigns, including candidates for the state legislature, Pennsylvania Supreme Court, county commissioner, Court of Common Pleas of Montgomery County, district attorney of Montgomery County and Montgomery County District Justice. In 2007, he served as treasurer of Matthews-Castor '07 (Montgomery County Commissioners); in 2011, he served as treasurer for Brown-Castor '11 (Montgomery County Commissioners); and he served as treasurer for Friends of Bruce Castor and Friends of Jenny Brown. Ross has also been a director of the Montgomery Bar Association, a member of its Judiciary Committee, and served as chairman of the committee in 2000. He has served on the Montgomery County Board of Health from 2002 to 2012, including time as its chairman.
Ross is a member of the Montgomery County and American Bar Associations and is admitted to practice in Pennsylvania. He has been honored by his peers as a Pennsylvania "Super Lawyer" each year since 2004 and has been awarded Martindale-Hubbell's highest "AV" rating.
Ross earned his undergraduate degree from Pennsylvania State University in 1968 and his law degree from Duquesne University Law School in 1972, where he was an editor of the law review and member of the Appellate Moot Court Board. He was a law clerk to Benjamin R. Jones, Chief Justice, Pennsylvania Supreme Court (1972-1973) and a member of the Montgomery County District Attorney's Office from 1973 to 1979, serving as first assistant district attorney from 1975 to 1979.
