NYC Council’s Preliminary Budget Response [Alert]

The New York City Council released their response to the Mayor’s Fiscal Year 2025 Preliminary Budget. Rose Christ, Nathan Toth, and Zak Malik discuss the response.

Nathan advocates for clients in securing funding from the city and state of New York, as well as assisting with legislative priorities and strategic planning. His decades of experience in government budgeting and with the legislative process allow him to effectively guide clients through the intricacies of government funding and law making.

Prior to joining Cozen O’Connor Public Strategies, Nathan served for 11 years as the finance division deputy director for the New York City Council, where he oversaw the preparation of budget reports and hearing documentation for 26 city agencies. He played an integral role in negotiating the New York City budget and oversaw the Council’s capital discretionary process. He also served as the assistant director of infrastructure and as a legislative financial analyst for the city council and as an analyst for the New York City Office of Management and Budget.

Nathan also brings experience in education budgeting and finance. He served as the director of operations for capital plan management for the New York City School Construction Authority, where he supervised the creation and implementation of the Department of Education’s five-year $11 billion capital plan, and as a budget officer for New York University, where he helped to develop short-range, annual, and long-term operating budgets and forecasts.

Nathan earned his bachelor’s degree in economics and management science from SUNY-Cortland and his masters of public administration from Baruch College.
