Wolf hopes to impose a tax on natural gas extraction. While it is the second-largest natural gas producer in the country, Pennsylvania is the only gas-producing state that does not impose a severance tax. In July, the Republican-controlled state Senate did approve a revenue plan that included a 5.7 percent tax on natural gas in exchange for a set of permitting reforms that would have made it easier for drillers to get approvals from the Department of Environmental Protection. “Like everything in Harrisburg, some viewed it as not being enough and some viewed it as too much,” said Jim.
