David noted that the mental health fallout of the Texas crisis might set in gradually. "Lots of people's struggle is not going to end when the power comes on and the water comes back on," he said. "So I think from that standpoint, there's going to be lots of individual employees that have issues getting back to work, or missing work, performance issues because of mental health, or particular personal problems."
