Gov't Contracts Cases To Watch In 2025

Eric Leonard, co-chair of the firm’s Government Contracts practice, was quoted in a Law360 article discussing the Associated Builders and Contractors Inc.’s (ABC) challenge to a U.S. Department of Labor regulation changing how prevailing wages paid under federally funded construction projects are calculated under the Davis-Bacon Act. Industry groups argued that the rule does not accurately reflect actual prevailing wages, and in November 2023, ABC sued, arguing that the DOL lacked statutory authority for the rule. "I know clients are struggling, especially ones that aren't [already] unionized," said Eric. "They're not used to dealing with that requirement on some of the larger construction projects."
