Michael Klein authored an article on a ballot question in Baltimore that would determine if the city’s water and sewer systems could be sold, leased, or privatized. The article, featured in the Pennsylvania Municipal Authorities Association’s magazine, explains that an overwhelming number of voters elected to amend the city charter to prohibit the privatization of the city’s water and wastewater systems. According to the article, Baltimore is the first major city to take this action and many are interested in seeing the effects of the amendment.
