New York Note – Housing Reform to City Zoning, Asylum Seekers, 2023 NY Super Lawyers

September 25, 2023
City of Yes for Housing Opportunity

Mayor Adams launched “City of Yes for Housing Opportunity,” citywide zoning proposals with the goal of “a little more housing in every neighborhood.” The plan includes measures that would eliminate mandates that parking spaces be constructed alongside new homes, create additional affordable and supportive housing, and enable conversions of empty office buildings into housing. The full report is available here. The text amendment will begin the formal public review process in spring 2024.

30-Day Notices for Adult Migrants

Mayor Adams announced that all adult asylum seekers applying for shelter for the first time will receive a 30-day notice for services, a reduction from the 60 days previously permitted. The 30-day notice will be paired with intensified casework services to discuss their options and transition to alternate housing. Mayor Adams emphasized that the city is still awaiting assistance from the state and federal government, and that the City will be forced to make difficult decisions without additional help.
